Obtain a permit

To obtain a permit, you need to submit:

Two 10×15 cm photos per each export item photographed from the front and the back.
A copy of the Russian passport: pages with your photo and registration.
Notarized power of attorney given to an employee of the company to get permits for over 50-year-old artworks.

Artwork examination is carried out by authorized employees of museums, archives, libraries and restoration and research organizations that act as guest experts for the Ministry of Culture of the Russian Federation (experts on the cultural property).

If the results of the artwork examination state that the item is not cultural property, the artwork does not require an authorization document for the export of cultural property (permission of the territorial authority of the Ministry of Culture of the Russian Federation) or paying state duties to be exported from Russia.

If the results of the artwork examination state that the item is cultural property, this cultural property can be exported by individuals for personal use after obtaining an authorization document (a permit) from the territorial authority of the Ministry of Culture of the Russian Federation, or by individual entrepreneurs and legal entities after obtaining an authorization document (a permit) and an export license for cultural valuables.
